Big News for Foreign Workers & Skilled Professionals: Ontario Opens EOI Portal for New Workforce Priority Stream π¨π¦β¨
In a major overhaul of its provincial economic immigration framework, the Ontario Immigrant Nominee Program (OINP) has officially opened its Expression of Interest (EOI) portal for the newly established Ontario Workforce Priority Stream (OWPS).
Replacing several legacy OINP employer job offer categories, this streamlined framework serves as Ontario’s primary employer-driven route to Canadian Permanent Residence (PR) for skilled foreign workers, essential laborers, and healthcare professionals.
Three Core Pathways Under the OWPS
The new Ontario Workforce Priority Stream consolidates candidate selection into three targeted pathways based on occupational skill levels:
- TEER 0β3 Pathway (Higher-Skilled Occupations): Tailored for managers, professionals, technicians, and skilled tradespersons with qualifying full-time, permanent Ontario job offers.
- TEER 4β5 Pathway (Essential & Lower-Skilled Occupations): Designed for essential workers in lower-skilled and entry-level positions to gain a direct route to Canadian PR.
- Self-Employed Physicians Pathway: A dedicated job-offer-exempt pathway for registered physicians eligible to bill through the Ontario Health Insurance Plan (OHIP).
Key Eligibility Requirements
To qualify under the new framework, applicants and their sponsoring employers must meet specific criteria:
- Work Experience Requirements:
- TEER 0β3: At least 6 consecutive months of work experience in the job offer role within the last 12 months (or 3 months for recent Ontario graduates), OR 2 years of cumulative experience in the same National Occupational Classification (NOC) code within the past 5 years.
- TEER 4β5: At least 9 months of cumulative full-time work experience in the job offer position with the same employer within the last 2 years.
- Language & Education:
- Minimum Canadian Language Benchmark (CLB) 6 for TEER 0β3 (CLB 5 for select trades) with a post-secondary credential.
- CLB 4 for TEER 4β5 with at least a secondary school diploma equivalent.
- Intention to Settle: Demonstrate strong economic and social ties to Ontario.
Step-by-Step Application Process
- Employer Portal Registration: The sponsoring Ontario employer registers their business and submits an application for position approval via the OINP Employer Portal.
- EOI Registration: Candidates create an Expression of Interest (EOI) profile in Ontarioβs e-Filing Portal.
- Invitation to Apply (ITA): OINP conducts periodic draws, inviting top-ranked candidates based on factors like job offer location, wage level, work experience, and official language scores.
- Nomination & Federal PR: Upon provincial nomination, candidates submit their final Permanent Residence application to Immigration, Refugees and Citizenship Canada (IRCC).
π‘ The Express Entry Advantage: Foreign workers selected under high-skilled aligned categories can receive an Enhanced Provincial Nomination, adding 600 points directly to their Express Entry CRS score and guaranteeing an Invitation to Apply (ITA) in upcoming federal rounds.
π Important Disclaimer: Always apply directly through official Ontario government channels (ontario.ca/oinp). Neither OINP nor IRCC charges third-party agency fees for provincial nomination guarantees or job offer approvals.
