Manitoba Provincial Nominee Program (MPNP): Skilled Worker Overseas Stream – May 2025 Draw

Manitoba Provincial Nominee Program (MPNP)

The Manitoba Provincial Nominee Program (MPNP) continues to play a pivotal role in Canada’s immigration landscape, offering pathways for skilled workers to establish themselves in the province. In a recent draw held on May 15, 2025, Manitoba issued 62 Letters of Advice to Apply (LAAs) under its Skilled Worker Overseas (SWO) stream, targeting candidates outside Canada with a strong connection to the province.

Understanding the Skilled Worker Overseas Stream

The SWO stream is designed for foreign workers who can demonstrate an established connection to Manitoba. This connection can be through:

  • Support from family or friends residing in Manitoba.
  • Previous education or work experience in the province.
  • Direct invitations from the MPNP as part of a Strategic Recruitment Initiative.

Candidates must also meet the province’s assessment criteria, scoring at least 60 out of 100 points based on factors such as age, education, work experience, language proficiency, and adaptability.

Strategic Recruitment Initiatives

Manitoba’s Strategic Recruitment Initiatives are tailored to address specific labor market needs in the province. Employers in Manitoba can participate by:

  • Demonstrating a genuine need for skilled workers that cannot be met through the local labor market.
  • Completing Manitoba’s required recruitment process, known as the ABC Recruitment process.

Once approved, employers can refer eligible international candidates to the MPNP. Candidates selected through these initiatives must have a full-time, permanent job offer and an intention to reside in Manitoba, preferably outside the Winnipeg Metropolitan Region.

Recent Draw Details

In the May 15, 2025 draw, the MPNP issued 62 LAAs to candidates under the SWO stream. The lowest-ranked candidate had a ranking score of 626. Of these, eight candidates had declared a valid Express Entry profile number and job validation code, potentially making them eligible for additional points under the Comprehensive Ranking System (CRS).

Eligibility Criteria for the Skilled Worker Overseas Stream

To qualify for the SWO stream, candidates must:

  • Demonstrate a connection to Manitoba through one of the established channels.
  • Score at least 60 points on the MPNP’s assessment grid.
  • Meet the specific requirements of the Strategic Recruitment Initiative, if applicable.

Application Process

Candidates interested in applying under the SWO stream must submit an Expression of Interest (EOI) to the MPNP. Those who receive an LAA have 60 days to submit a complete application for provincial nomination. Successful nominees can then apply for Canadian permanent residence through Immigration, Refugees and Citizenship Canada (IRCC).

Conclusion

Manitoba’s recent draw underscores the province’s commitment to attracting skilled workers who can contribute to its economic growth. By aligning immigration pathways with labor market needs, Manitoba continues to offer valuable opportunities for international talent.
