On April 17, 2025, Prince Edward Island conducted its fourth Provincial Nominee Program (PEI PNP) draw of the year, extending 168 Invitations to Apply (ITAs) to eligible candidates through the Labour Impact and Express Entry streams. This immigration draw focused heavily on individuals already living and working in Prince Edward Island, especially those in in-demand occupations such as healthcare, skilled trades, and manufacturing.
Who Was Targeted in the Latest PEI PNP Draw?
The PEI Office of Immigration continues to prioritize economic immigration by selecting skilled foreign nationals who are actively contributing to the province’s labor market. The April 2025 draw targeted:
- Candidates with at least one year of work experience in PEI
- Graduates from PEI institutions such as:
- University of Prince Edward Island (UPEI)
- Holland College
- Collège de l’Île
This move supports the province’s ongoing efforts to retain international talent educated within PEI, addressing long-term labor shortages and supporting community growth.
Breakdown of Invitations
Stream | Invitations Issued |
---|---|
Labour Impact / Express Entry | 168 |
To date, PEI has issued 401 ITAs through its PNP in 2025, exclusively selecting candidates through the Labour Market and Express Entry categories, without any draws for Business Impact applicants this year.
PEI Labour Impact Category – Who Is Eligible?
The Labour Impact Category under the PEI PNP is specifically designed to attract skilled workers who are ready to fill critical gaps in the local labor market. This category includes three immigration streams:
- Skilled Worker Stream
- Critical Worker Stream
- International Graduate Stream
To qualify for the PEI Labour Impact Category, applicants must:
- Be between 21 to 59 years old
- Have a permanent full-time job offer or a contract of at least two years from a PEI employer
- Prove sufficient settlement funds
- Meet Canadian Language Benchmark (CLB) Level 4
- Be eligible under at least one of the three Labour Impact streams
Each stream under this category has its own specific criteria. For example, international graduates must hold a valid Post-Graduation Work Permit (PGWP) and be employed in a field related to their education.

Express Entry Candidates in PEI – Additional Requirements
The PEI Express Entry stream offers a pathway for candidates with active profiles in the IRCC’s Express Entry system, who meet the requirements for one of the following federal economic immigration programs:
- Canadian Experience Class (CEC)
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
However, if your work permit stems from a PGWP obtained outside of PEI or a spousal open work permit linked to a partner studying outside PEI, you must meet additional eligibility criteria:
- Complete at least nine months of continuous full-time employment with a PEI employer who is willing to support your nomination
- Have at least four months of validity remaining on your work permit at the time of submitting your Expression of Interest (EOI)
Once these conditions are met, applicants or their authorized immigration representatives can create a profile in the PEI Expression of Interest system, where it remains valid for up to six months. Only one active EOI profile is allowed per candidate at any time.
PEI PNP Draws Focus on High-Demand Occupations
Prince Edward Island’s latest immigration draws emphasize the growing demand in several key sectors, including:
- Healthcare
- Skilled trades
- Manufacturing
By targeting workers already integrated into these industries, PEI ensures long-term economic stability and community development. International graduates who studied and remained in PEI have an added advantage, as the province continues to build a strong local workforce by retaining talent trained within its borders.
Why Consider Prince Edward Island for Immigration?
Prince Edward Island offers a unique combination of employment opportunities, community life, and permanent residency pathways for skilled workers and international graduates. The PEI PNP is a leading immigration program in Atlantic Canada, offering:
- A simplified process for candidates with local ties
- Fast-tracked options through Canada’s Express Entry
- Priority processing for individuals in key industries
If you’re currently working in PEI or are a recent graduate of a local institution, now is the ideal time to assess your eligibility and start your journey toward Canadian permanent residence through the PEI Provincial Nominee Program.
